RC改用DISCORD通告

RC語音在運行八年之後，將於2019年3月底結束營業。

本公會將改用DISCORD來作為戰車世界的互動軟體，連結如下：https://discord.gg/M9NR8P2

雖然改用互動軟體，但要求則是比照RC，有上線請務必上DISCORD！
